Gerald “Jerry” Perkins was elected to the Board of Trustees in November of 2015 and currently serves as Board President after a two-year stint as Vice-President.  After a distinguished twenty-year career in the United States Air Force, Mr. Perkins has carved out a career in the business world the past ten years. His duties included controller, national accounts manager of a healthcare service and VP in business development of a federal government contracting agency. Currently, Mr. Perkins is a Certified Business Coach and owner of a local business coaching firm, helping local businesses grow and flourish.

Mr. Perkins received his Bachelor of Science in Management from the United States Air Force Academy. Additional USAF courses include certifications in On-Scene Commanders Course, Professional Military Comptroller School, Executive Leadership Training and Senior Executive Leadership Training. He has also received a Master of Aeronautical Science degree from Embry-Riddle.

Active in community affairs, Mr. Perkins is a member of the Schertz Chamber of Commerce, the Rotary Club International, Vice Chair of the U.S. Green Building International, Chapter Chair of the Rocky Mountain Elk Foundation and Treasurer of the Alamo chapter of the Air Force Academy Association of Graduates.

Mr. Perkins and his wife, Aurora, have two children who both graduated from Clemens High School. Victoria graduated in 2010 and Daniel in 2011.

Schertz-Cibolo-Universal City ISD Board Trustees appointed Letticia Sever as a member, chosen to fill the vacancy in Place 3 after the resignation of John Correu in the fall of 2018. Mrs. Sever was selected as Assistant Secretary to the Board in November of 2019, followed by the selection as Secretary in November of 2021.

Mrs. Sever is a prominent stakeholder at SCUC ISD, serving on committees that impact students and schools. Included among them are: Community Advisory Committee, District Improvement Committee, Strategic Plan Committee (2014 and 2018), and School Board Budget.

Committee. Sever also currently assists as a mentor at SCUC ISD, through Communities in Schools of South-Central Texas, a strategic partner to the school district. 

She also currently serves on the Historical Preservation Committee and Library Advisory Committee, both for the City of Schertz. 

Mrs. Sever earned her Bachelor of Science degree in Curriculum & Instruction Secondary Education from Texas A&M. Her stops as a military spouse took her to teaching assignments in Killeen, Virginia, and Seoul, South Korea, before her family settled in Schertz. She received her Master of Education degree from Texas State University in December of 2019.

Amy M. Thomas was elected to the SCUC ISD Board of Trustees in November of 2021. She has been a resident of the community since 2005. Mrs. Thomas has been passionately dedicated as a parent, volunteer, and advocate for families in the District for numerous years. She is committed to being an advocate, and a collaborative partner for the community in her role as Board Trustee.

She is currently serving as a member of the District Improvement Committee and also served on the Strategic Planning committee assisting in the development of the District’s 2022-2026 Strategic Plan. She is now also serving as the board representative on the SCUC Education Foundation.

Mrs. Thomas enjoys visiting schools and spending time at a wide variety of District events to support all District students and staff.  She believes advocacy begins at district level by actively engaging with the school community.

Her roots run deep in the SCUC area and her passion for students, and love for community is what led her to run for the Board. She attended school in SCUC ISD for several years, and her father and husband, Terry,  were previously employed by the District. 

Prior to being elected, Mrs. Thomas assisted her husband during his former position as a Youth Pastor and Children’s Pastor in the local community. Together, they organized and led many free community outreach events, served as student and couple small group leaders, as well as volunteered and helped many families and students in the community and surrounding areas where needed.

Prior to her current Office Manager position, Thomas had a career in marketing.  She took a sabbatical from work between her marketing and management jobs to devote more time to her family after her youngest child was born. 

Amy and her husband have been married for 32 years and have four children and four grandchildren. Their three oldest are graduates of the District, and their youngest currently attends junior high school at SCUC. Her two oldest daughters were so positively influenced and inspired by SCUC educators that they have gone on to become school teachers themselves.

Edward Finley has been a longtime resident of the SCUC ISD community. He was re-elected in November of 2021, returning for his third stint on the Board of Trustees. He now serves as Vice President, after serving as Secretary for two years.

Finley was first elected to the Board of Trustees in 2005, and re-elected in May of 2008 and 2011. He has held the positions of Assistant Secretary, Secretary, Vice-President, and served as the President of the Board of Trustees prior to his retirement in 2015. 

He has always had an interest in serving on the Board and felt his 30+ years of experience in Information Technology could be an asset to the group. Mr. Finley has a grown daughter, Morgan, a 2006 graduate of Samuel Clemens High School, and two grandchildren.

Belinda Evans was elected to the SCUC ISD Board of Trustees in November of 2021. She is a former teacher herself, leaving the private sector to make a difference as a secondary English/ESL teacher. Mrs. Evans has also served as a ministry leader in different capacities, including teens, college/career students, couples, and music/drama students for decades.

She is currently serving as an assistant secretary of the SCUC ISD board, as a member of the Policy Committee and as a member of the District Improvement Committee. Evans also serves on the Board of Directors for The Inspiration Center of Windcrest, Texas.

Mrs. Evans earned her bachelor’s degree in British and American Literature from California State University at Hayward. Her quest for learning and professional development continued as she earned her California Credential in English (K-12+) with a certificate in Cross-Cultural Language and Academic Development from Chapman University.

She later obtained a Master’s degree in Education, Curriculum and Instruction from Chapman, a Master’s degree in Human Services Counseling and Life Coaching from Liberty University, and an Education Specialist (EdS) degree in K-12 Leadership from Grand Canyon University.

With grandchildren attending SCUC ISD schools, Belinda Evans has a vested interest in the success of students, teachers, administrators, and community members. She ran to give back to the community, to share experience, time, and talents, to ensure all stakeholders have a voice, to create stronger ties between stakeholders and the school board, to help ensure quality in education (current/future), and to ensure fiscal health of the district.

Chris and Belinda have four children (one who was an officer in the military, one who was a teacher/now administrator, and two employed in industry/business), seven grandchildren, one great-grandchild, and two lovable puppies.

Elected to the SCUC ISD Board of Trustees in November of 2021, Mr. Swart is a Certified Public Accountant and holds bachelor’s degrees in Psychology and Sociology, a Master’s degree in Social Work, and a Master of Science in Taxation. He owned his own accounting firm for more than 30 years. In addition, he was a Senior Manager in one of the country’s largest CPA firms, and a Tax Director in a large regional CPA firm. Currently, Dan has a business consulting practice specializing in operating cash flow strategies. He is a member of the Schertz Chamber of Commerce. Dan has served as an adjunct professor teaching accounting and taxation at several universities.

Dan and his family believe in service to our country and our communities. He has served on several Boards of Directors in the non-profit sector. He ran to help the Board with their goals to prepare students for a fulfilling and productive life after high school. “It is a pleasure and a privilege to help build the future of SCUC-ISD and will put forth my best efforts in securing those benefits for our graduates.”

He lives with his wife, Rose Mary, along with their two awesome rescue dogs from the Schertz Animal Shelter. They have two sons and three grandsons. One son (retired Army officer) and daughter-in-law live in Cibolo. One grandson attends Steele High School, another grandson (Navy veteran) lives and works in the area, and one grandson (Army/Texas National Guard) is currently finishing at the Austin Police Academy.

Margaret A. Carlin was elected to the SCUC ISD Board of Trustees in November 2023. Since moving to the community in 2014, she has become deeply invested in its educational and civic development. With a robust background in the IT industry spanning the past five years, Ms. Carlin holds an AAS in Electronic Technology, a BAS in Technology with a minor in Computer Science, and an MS in Organizational Leadership and Ethics. In her current role, she excels at coaching teams of software engineers, leveraging her expertise to foster innovation and efficiency.

Before her tenure in IT, Margaret managed programs and projects across diverse industries, including Semiconductor, Oil Field, Financial, Media, and Aerospace. This varied experience has equipped her with a unique perspective and a wealth of knowledge applicable to her role on the Board of Trustees.

Margaret's commitment to the community is further highlighted by her family's involvement in SCUC ISD. Her brother, Officer Trevino, serves as a School Resource Officer, while her sister-in-law is a dedicated teacher at Sippel Elementary.

Margaret's dedication to public service and her passion for education drive her commitment to her role as a SCUC ISD Board of Trustee. She is motivated by a desire to contribute positively to the educational environment and ensure the best outcomes for all students in the district.
